Donene Williams, President

Donene Williams is President of AFSCME Council 93. As President, Ms. Williams' duties include presiding at all conventions and meetings of the Executive Board; appointing all standing and special committees of the Council (subject to approval by the Executive Board); and reporting regularly to the Executive Board and convention on the progress and official activities of Council 93. Donene also serves as Council 93’s delegate to any convention of the International Union and the Massachusetts AFL-CIO.


Anthony Caso, Executive Director

Anthony Caso is the Executive Director of AFSCME Council 93. As Executive Director, Mr. Caso is responsible for managing and overseeing the day-to-day activities of Council 93 in the union’s four-state region. Mr. Caso is also responsible for preparing (subject to approval by the Executive Board), an annual budget that enables Council 93 to effectively carry out its mission. In addition, Mr. Caso serves as a non-voting member of Council 93’s Executive Board.


Frank Moroney, Special Assistant to the Executive Director

Frank Moroney is the Special Assistant to the Executive Director of AFSCME Council 93. As Special Assistant, Mr. Moroney is responsible for managing and overseeing the operations of all Council 93 field services staff in the union’s four-state region. Mr. Moroney’s duties also include assisting Executive Director Anthony Caso in managing the day-to-day operations of Council 93.

During this critical time for public employees, our website has become an important tool for our members.

The site is regularly updated with breaking news on the national level and within Council 93’s four-state region. It is also a convenient way to get important information including staff directories; regional office locations; the Council 93 Constitution; state contracts; and past and current issues of our newspaper, the 93 News.

On this website, you can register on-line for training programs like ASIA (AFSCME Stewards in Action). You can sign up to be an AFSCME “Cyber Activist,” a new feature that allows members to receive e-mail updates on legislation and other important matters. You’ll also find direct links to the four state legislatures in our region.

Welcome to the AFSCME Council 93 website.

Our site contains up-to-date information about Council 93, a listing of Council 93 departments, current events and links to other organized labor sites.

The site also offers many exciting and interactive features. Through the Department of Legislation, Political Action and Communication page, our members can link to the website of their state’s legislature and send their state representatives and senators an email on an issue of concern.

The Business Office page provides updated information on conventions, events, and dues. And, our Organizing Department’s page serves as a useful resource to bargaining units working to organize new employees.

We hope all of our members will visit the site often and use it as a tool to stay connected and become more involved with your union.

As is the case with most websites, our site is a work in progress that will continue to be adapted and fine-tuned as needed. We welcome any comments or suggestions that may improve our site and make it a better resource for our members.
